Coimisiún na Meán publish revised Media Services Codes and Rules

Coimisiún na Meán has published revised Media Services Codes and Rules, completing the process of updating its regulations to implement changes under the EU Audiovisual Media Services Directive (AVMSD) and the Online Safety and Media Regulation Act 2022. Under the Online Safety and Media Regulation Act, Coimisiún na Meán is empowered to develop codes and rules which apply to video-on-demand providers as well as television and radio broadcasters established in Ireland.

The AVMSD provides for minimum standards and obligations that video-on demand providers and television broadcasters must adhere to in a variety of areas, including child safety, the accessibility of their services, and the prohibition of content that incites hatred. The Online Safety and Media Regulation Act establishes the regulatory framework for these services and for radio broadcasters.

Aoife MacEvilly, Broadcasting and Video-on-Demand Commissioner at Coimisiún na Meán said: ‘’To ensure a thriving and safe media landscape for Ireland, it is crucial that the Codes and Rules which apply to broadcasters and now, for the first time, to video-on-demand service providers are up-to-date and in-line with EU regulations. We have been engaging with media service providers in recent months and following the conclusion of our public consultations, are happy to have published nine sets of Codes and Rules which are now in effect.’’

The nine regulations published include a new Audiovisual On-Demand Media Service Code and Rules, marking the first time that video-on-demand (VOD) services have been subject to formal regulatory oversight by Coimisiún na Meán. These new Codes and Rules were developed following a public consultation which concluded in August 2024.

The other existing Codes and Rules have undergone updates to comply with the AVMSD, and includes the Code of Programme Standards, the Access Rules for Television Broadcasters, and the General Commercial Communications Code. These Codes and Rules were updated following a public consultation which concluded in October 2024.

In 2025, Coimisiún na Meán will commence the work required to update the Codes and Rules based on the feedback received as part of the consultation process which took place this year.

ABLIC launches the S-19193 Series of automotive battery monitoring protection ICs

ABLIC (President: Seiji Tanaka, Head Office: Minato-ku, Tokyo; hereinafter “ABLIC”), a group company of MinebeaMitsumi Inc., today launched the S-19193 Series of automotive 3 to 6-cell battery monitoring protection ICs.

BMS (Battery Management Systems) for EVs and e-Bikes, etc. require functional safety (*1) compliant with ISO26262 (*2), which is a standard for functional safety in road vehicles.

The acceptance criteria for functional safety are (1) fail-safe (the ability to return to a safe state in the event of a failure or malfunction), (2) fail-operational (the ability to continue operation even in the event of a failure or malfunction), and (3) fail-degraded (the ability to continue operation with decreased functionality). In the past, the conventional method of achieving (1) fail-safe functional safety was to use a microcontroller (MCU) together with a high performance IC called an “analog front-end” (AFE) to monitor automotive battery overcharge and over discharge conditions.

Under the conventional (1) fail-safe methodology, the safety of a driver is ensured by “returning to a safe state”, i.e. stopping the vehicle in the event of an actual failure or malfunction, and there was no requirement for continued monitoring of batteries after the vehicle had safely stopped.

However, with the evolution of automated driving technologies, it is expected that there will be an increase in the number of cases where the system, rather than the driver, handles any problems that occur, so the (2) fail-operational and (3) fail-degraded methodologies, which allow for continued operation even in the event of a failure or malfunction, are becoming increasingly important.

The S-19193 Series automotive 3 to 6 cell battery monitoring protection ICs launched today are products developed in ISO26262 compliant processes and are equipped with functions for monitoring automotive battery overcharge and overdischarge.

Utilizing the S-19193 Series makes it possible to continue battery monitoring as a secondary system even in the event the conventional monitoring system (primary) fails, and to achieve a safer BMS that is both (2) fail-operational and (3) fail-degraded compliant.

There are also examples with AFE and MCU internal monitoring functions configured as primary and secondary, but these are mainly for failure and fault detection through mutual monitoring and are insufficient for backup of functionality. In addition, internal redundancy also poses a risk of “joint failure”, where loss of functionality occurs simultaneous to the occurrence of a failure, however with the S-19193 Series, the secondary monitoring can be made completely independent from the primary monitoring to also mitigate the risk of joint failures occurring.

The S-19193 Series also makes it possible to configure a stand-alone operation secondary monitoring circuit which does not require MCU control, which can also contribute to a reduction in the number of design processes.

A Safety Manual is also available for download to support BMS functional safety design using the S-19193 Series. The product is also compliant with the PPAP (Production Part Approval Process) established by the U.S. Automotive Industry Action Group (AIAG), and is also planned to be made compliant with AEC(*)-Q100 Grade1 (*Automotive Electronics Council) quality standards for automotive IC.

The S-19193 Series is capable of maintaining continuous monitoring of battery overcharge and overdischarge through stand-alone operation which does not require microcontroller control. Coimisiún na Meán adopts final Online Safety Code

Coimisiún na Meán has today (21.10.2024) published the finalised Online Safety Code. The Code sets binding rules applying to video-sharing platforms who have their EU headquarters in Ireland. The general obligations contained in the Code will apply from next month and platforms will have an implementation period for certain detailed provisions, which require IT build, to come into compliance.  Coimisiún na Meán will take a supervisory approach to enforcing the Code, ensuring that platforms implement appropriate systems to comply with the provisions of the Code

 

The Code introduces obligations on video-sharing platforms to protect people, especially children, from harmful video and associated content, including:

  • Prohibiting the uploading or sharing of harmful content on their services including cyberbullying, promoting self-harm or suicide and promoting eating or feeding disorders as well as incitement to hatred or violence, terrorism, child sex abuse material, racism and xenophobia.
  • Using age assurance to prevent children from encountering pornography or gratuitous violence online and having age verification measures in place as appropriate.
  • Providing parental controls for content which may impair the physical, mental, or moral development of children under 16.

 

These platforms will also have to ensure that they have ways for people to report content that breaks the rules, and act on those reports in line with their Terms and Conditions.

The development of the Code was informed by an initial call for inputs in summer 2023, followed by a full public consultation from December 2023 to February 2024, which received nearly 1400 responses. Coimisiún na Meán’s Youth Advisory Committee was also consulted on the development of the Code. The Code was then notified to the European Commission under the Technical Regulations Information System (TRIS) Directive process to ensure alignment with the EU Digital Services Act.

They protect users from harm online. The updated Code, combined with the other parts of the Online Safety Framework, will deliver on the objectives of the Online Safety and Media Regulation Act, leading to safer online experiences for people across Ireland. The overall Online Safety Framework gives Coimisiún na Meán the tools to address the root causes of harm online, including the availability of illegal content, the harmful impacts of recommender systems, and inadequate protections for children on social media services.

The Online Safety Commissioner, Niamh Hodnett, said: “The adoption of the Online Safety Code brings an end to the era of social media self-regulation. The Code sets binding rules for video-sharing platforms to follow in order to reduce the harm they can cause to users. We will work to make sure that people know their rights when they go online and we will hold the platforms to account and take action when platforms don’t live up to their obligations.”

Executive Chairperson of Coimisiún na Meán, Jeremy Godfrey said: “With the adoption of the Online Safety Code, all the elements of our Online Safety Framework are now in place. Our focus now is on fully implementing the Framework and driving positive changes in peoples’ lives online. Our message to people is clear: if you come across something you think is illegal or against a platform’s own rules for what they allow, you should report it directly to the platform. Our Contact Centre is available to provide advice and guidance to people if they need help.”

Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Catherine Martin TD commented: “I welcome Coimisiún na Meán’s adoption of its first Online Safety Code. Building upon the foundation set out in the Online Safety and Media Regulation Act 2022, this code is a major step forward in online safety. It introduces real accountability for online video sharing platforms and requires them to take action to protect those that use their platforms, including by having robust complaints handling procedures and introducing effective age-verification. It will make all of us, but particularly our children, safer online.”

Monocurve Chassis and Design

All-Weather Capable

Bo M is designed to be our riders’ go to urban vehicle no matter the weather or time of day. The electrical components throughout are a minimum of IP66 waterproof while the high quality pneumatic tyres ensure the maximum grip possible. Bo M features a powerful, low maintenance braking system, with a regenerative e-brake located in the rear wheel, controlled by the left brake lever, adding energy back into the battery under braking and a front sealed drum brake controlled by the right brake lever. The two brake levers give the rider highly intuitive control over which brake to use and when, depending on the situation and the desired feel.  

Bo’s distinctive Daytime Running Light (DRL) wraps around the Monocurve chassis to create the Light Halo, a world-first in the sector, which delivers 270-degree light visibility. This signature design dramatically increases road presence and awareness from other road users by ensuring both the Bo M and rider are visible from every angle. Performance

Showcasing a blend of performance and elegance, the Bo powertrain features a high torque motor (38Nm), providing a peak power output of 1,200W and a top speed of up to 35 km/h (21 mph) (limited to 20 km/h for Irish compliance), with a battery capacity of 672Wh delivering a range of 50km. The Bo team is based out of Bristol, a famously hilly city in the UK, and ensuring impressive hill-climbing performance was a core requirement of the powertrain development programme. The bespoke high current electric motor has been optimised for strongest mid-range torque, maximising efficiency across the broadest rpm-range possible, and the precision throttle map allows for excellent control of output of power and responsiveness. Tested on hills up to 25 degrees, this performance specification results in silent, controllable acceleration, with the necessary power to take on the most challenging of roads.

Lock and Load

Bo’s all new Lock and Load system is incorporated within the Monocurve Chassis and features dual purpose revolving hooks that act as both secure locking points for the vehicle as well as stable cargo carrying solution. With the hooks mounted through the core structure of the chassis, cargo of up to 10kg can be securely carried, negating the need to hang anything on the handlebars or risking bag swing disrupting the steering, increasing the safety, control and comfort of each ride. The forged hooks are at the optimal height for locking to bike racks or railings, enhancing the physical security when locking up in town.

Airdeck

Introducing an intelligent, lightweight and invisible comfort system, the Airdeck, an engineered elastomer footpad, has been created from 11mm EVA anti-vibration foam based on the same material technology found in high performance running trainers. The lightweight deck panel is tuned to reduce road vibrations, removing the need for complex, heavy and largely ineffective suspension systems and increasing the riders comfort on longer rides by isolating the feet from any vibrations that result from the road surface.
