Car rental websites improve consumer information and contract terms following CCPC and EU-wide online sweep

The Competition and Consumer Protection Commission (CCPC), working with EU consumer authorities, has proactively engaged with Etrawler Unlimited Company, trading as Holiday Autos and Argus Car Hire, to clarify consumer information on these car rental websites.

The improvements follow a coordinated EU-wide sweep of 78 third-party car rental websites conducted in 2022 by consumer protection authorities in 10 EU member states and Norway, led by the European Commission. The aim of the sweep was to assess and improve compliance with EU consumer protection laws.

The sweep identified areas of potential non-compliance with consumer protection laws by various car rental websites. Issues raised with Etrawler were addressed to ensure that consumers can make informed choices based on clear information.

Since early 2024, Argus Car Hire and Holiday Autos have implemented a number of positive changes across their websites:

  • Contact email addresses were added on the Argus Car Hire and Holiday Autos websites as an additional contact channel alongside a pre-existing phone number, chat function, WhatsApp and customer portal. 
  • While road taxes and airport fees were included in the quoted price, following engagement with the CCPC the price summary box now clearly states that these charges are part of the total cost, making it easier for consumers to understand exactly what they’re paying for. 
  • Clearer information on the use of credit and debit cards is provided during the booking process and in booking confirmation emails. 

During engagement with the CCPC, Argus Car Hire and Holiday Autos stated that they were already in the process of updating their no-show policies so that consumers are offered an alternative car with no fees in the event that a supplier cannot fulfil a booking due to a flight delay or cancellation. In addition, if a consumer is a no-show but contacts Argus Car Hire or Holiday Autos within 72 hours of the scheduled pickup, they receive a refund minus the flat cancellation fee.

The CCPC has been monitoring the implementation of these changes.

This April 1st, Bank of Ireland is warning customers that fraudsters don’t just try to fool you for one day, they are always active and financial fraud can lead to devastating loss of income and savings. The Bank is reminding customers about the top ten fraud types currently reported to its 24/7 fraud team.

According to Bank of Ireland’s fraud reporting data, the most concerning fraud type being used to target customers is investment scams, with smishing texts and vishing calls following closely behind. Further down the list, yet becoming more prevalent, are malware attacks where fraudsters gain access to customers’ devices and access private information, including their banking app.

The 10 most commonly reported frauds are:

  1. Investment scams – promising higher returns on investments that don’t exist.
  2. Smishing texts – scam texts claiming to be from delivery companies and other providers urging you to pay outstanding charges or update account details.
  3. Vishing calls – fraudsters pretend to be from your bank, saying your account has been compromised and they need to move your money to a ‘safe account’.
  4. Purchase scams – fake adverts on genuine websites and social media platforms that promise a slashed price or bargain.
  5. Romance scams – fraudsters build relationships online to manipulate victims into sending them money.
  6. Family impersonation – fake messages pretending to be from a family member who has lost their phone and needs access to money.
  7. Rental and holiday scams – fraudsters trick people into paying rent for property that doesn’t exist or is not actually available to rent.
  8. Money mules – criminals try to recruit people into receiving stolen money into their account, then transfer it to another account and keep some of the cash for themselves as ‘payment’.
  9. Malware – harmful apps that ask for full control of your device allowing fraudsters to control your phone and access private information like your banking app.
  10. Phishing emails – fraudsters send emails that look like they’re from legitimate companies, asking for personal information or login credentials.

Our latest fraud reporting data shows that investment fraud is still the most concerning scam targeting our customers. The level of highly personalised targeting, with fraudsters promising higher returns on bogus schemes, continues to grow. Smishing texts and vishing attempts continue on a persistent basis. Fraudulent advertisements online and on social media have been the subject of regular warnings for some time and the trend is not going away. And some new types of fraud including accessing devices using malware are happening more often.

“All fraud types are serious criminal activity and there is no room for complacency. Being alert to the ‘red flags’ – including ‘too good to be true’ returns and pressure to act quickly – is vital.

Bolt launches shared electric bike rental in Bray, allowing customers to travel by bike and taxi with the same app for the first time in Ireland

European shared mobility leader Bolt, in partnership with Wicklow County Council, has officially launched its shared electric bike service in Bray today. The occasion was marked by an event at Bray’s Civic Offices attended by Cathaoirleach Cllr. Melanie Corrigan, Cathaoirleach of Wicklow County Council Cllr Aoife Flynn Kennedy, members of Bray Municipal District, and other public representatives.

The bikes can be found at a variety of designated locations throughout the town and rented by the minute. Bolt and Wicklow County Council are confident they will support the transition away from the private car towards a combination of public transport and shared mobility. The service has an affordable €0.18 per minute charge and has been designed to connect to local Dart stations.

The launch coincides with #YourCouncil Day, which is intended to raise awareness of the many services local councils offer across the country. Bolt and Wicklow County Council are hoping the new service fits seamlessly into the local transport offering, and aid the Wicklow County Development Plan 2022-2028 which, amongst other objectives, seeks to facilitate a modal shift to more sustainable transport options.

Bolt offers a range of services on the same app in cities across Europe, but this marks the first time such a ‘multimodal’ service has been available in Ireland, with e-bikes now connecting with Bolt’s existing ride-hailing service in Dublin. This means a wide variety of mobility needs can be met within the Bolt app alone. For example, citizens can ride a bicycle to a public transport hub or destination in Bray at the start of the night, and then get home safely by taxi after public transport services have stopped for the night.

Bolt’s electric bike service will operate 24 hours a day. Amongst several other initiatives to ensure Bolt remains a responsible operator, the company will be employing an in-app cognitive reaction test 11pm-5am 7 days a week. This means prospective riders have to prove they are in a fit state to ride a bicycle through their reaction time. If a customer fails this test, they will be encouraged to take a Bolt taxi or use public transport instead, another benefit of offering multiple transport modes within the same ecosystem.

Bolt is taking multiple efforts to ensure the bicycles seamlessly integrate into the lives of riders and pedestrians alike. The roll-out of the bikes will be gradual, starting with an initial 50, scaling up to 100 pending positive feedback from all corners of the community and high levels of demand.

Bikes will be stationed in designated mandatory parking locations on public realm and private property (as agreed with the landowners). This means riders will be instructed where they have to park their bike through the app and physical signage. Locations are intended to be convenient yet unobtrusive, with examples including Shoreline Leisure Bray, Pettitts-SuperValu on the Southern Cross, Ballymore lands on the Dublin Road and of course at Bray’s Dart station. Operations – including the tidying and maintenance of bikes – will run from a town centre base, and feedback of all kinds can be shared in app or by emailing Ireland@bolt.eu.

Bolt is widely experienced in operating micromobility services. The company is the largest electric scooter provider in Europe with over 260,000 scooters across 25 countries, and already has a highly utilised electric bike service in Sligo, Kilkenny and Wexford. Furthermore, Bolt is in talks with several other councils keen to accelerate their active travel services in line with the National Development Plan and the Climate Action Plan.

For those not yet familiar with bicycles with pedal assisted motors, there is ‘Beginner Mode’. This limits the top speed of the bicycle to 15 km/h. Once ‘Beginner Mode’ is turned off, the bicycles have a maximum speed of 25 km/h.

With the introduction of this e-bike initiative on a pilot basis in Bray, we hope many people will change how they travel by reducing the reliance on private vehicles when travelling short-to-medium distances. This e-bike sharing scheme allows us to choose to travel in a more sustainable way and enjoy the social, environmental and health benefits of cycling.”

The initiative is a significant step forward towards fulfilling yet another commitment under our programme for Climate Action. It has been shown that e-bike users cycle further and more often so the benefit will extend beyond low carbon sustainability and will contribute towards the health and wellbeing of our citizens.”
